Let me guide you to resolve the issue. Office Home and Student allows licenses in 3 computers. If you uninstall Office in one of your computer and reinstall it, still it counts as 3rd license it will not count it as 4 th license. If you are trying to install Office Home and student apart from 3 rd computer, then it will not allow you to install.

I initially had Microsoft starter edition, and as it is not the full version I installed Microsoft Office Professional Plus and it was successful, but Work disdnt run as smoothly so i thought i will re-install and see. And if you have previous Office files on the computer are not completely uninstalled, such as Office beta, let's try to completely uninstall them and then re-install Office again.
